The Occupational Therapy Council (Australia & New Zealand) Ltd (OTC) is an independent not-for-profit organisation whose purpose is to ensure that standards of education, training and assessment of occupational therapists are maintained and developed so the Australian public is assured of safe and proper practice.
There are different assessment procedures depending on whether the applicant is within Australia or overseas and seeking Skilled Migration in Australia. Explanatory notes, forms and guidelines to the Stage 1 and Stage 2 processes can be found in the “forms” section of this website.
Step by Step Process for Internationally-qualified Practitioners – November 2019
Criteria :
Assessment for Registration in Australia
Internationally-qualified occupational therapists wanting to practise in Australia are required to undertake an assessment in compliance with the OTC requirements. This assessment comprises:
Stage 1 — Desktop assessment
Stage 2 — Supervised practice audit
The Step by Step Process for Overseas-trained Practitioners – November 2019 (in the “forms” section of the website) to the complete process will assist to clarify what documents need to be completed, where they need to be sent and when they need to be sent. The “forms” section of this website provides explanatory notes for the Stage 1 process, guidelines for the Stage 2 process together with examples of the documentation required.
On completion of the Stage 1 desktop assessment, occupational therapists will be advised in writing of the suitability of qualifications for the purpose of applying for registration with the Australian Health Practitioner Regulation Agency (AHPRA) www.ahpra.gov.au. A certified copy of this assessment letter should be provided with your application for registration.
Stage 1 — Desktop assessment
The Stage 1 desktop assessment can take up to four weeks from the date the OTC receives a completed application.
The cost for the Stage 1 desktop assessment is A$1200.00 and payment of this fee may be made as follows:
- Visa and Mastercard – please download and complete the attached form to accompany your application visa-payment-form
- A money order issued by Australia Post.
- A bank cheque drawn by an Australian bank.
- A personal cheque drawn on an Australian bank account.
- Foreign bank draft in Australian dollars and drawn on an Australian bank.
- Direct debit as follows:

Stage 2 — Supervised practice audit
Upon successful completion of the Stage 1 assessment, occupational therapists will need to undertake the Stage 2 supervised practice audit.
Prior to commencing the Stage 2 period supervised practice , occupational therapists need to complete a supervision agreement located on the Australian Health Practitioner Regulation Agency (AHPRA) website www.ahpra.gov.au and forward this to the OTC for approval. Application for limited registration from AHPRA can be made at the same time. Upon being granted limited registration, the occupational therapist needs to forward the OTC Stage 2 application, practice audit plan and learning goals to the OTC within two weeks of commencing in the position.
The cost for the Stage 2 desktop assessment is A$1000.00 and payment of this fee may be made as follows:

Assessment for Skilled Migration in Australia
Occupational therapists wanting to apply for skilled migration in the category of:
ANZSCO 252411 – Occupational Therapy
are required to undertake an assessment in compliance with the OTC requirements. This Stage 1 assessment is for overseas-trained practitioners and Australian-trained practitioners. Australian-trained practitioners with a qualification suitable for registration purposes do not need to do the Stage 2 period of supervised practice.
Stage 1 — Desktop assessment – explanatory notes relating to this process, together with the application form can be found in the “forms” section of our website.
On completion of the Stage 1 desktop assessment, the occupational therapist will be advised in writing of the suitability of qualifications for the purpose of applying for skilled migration. A certified copy of this assessment letter should be provided with your application for migration purposes to the Department of Immigration and Border Protection (DIBP).

English language proficiency requirements
To meet the English language proficiency requirements you must achieve the required minimum scores in one of the following English language tests - IELTS Academic, PTE Academic or TOEFL iBT. Test results must have been obtained within the past two years from the date your Skill Assessment application is lodged.
